Even if the baby equipment was used for only several months, it could still pose dangers. This is because, unlike new items, secondhand products don't have to be registered with the Consumer Product Safety Commission. There's no way to determine whether a product has been recalled. Recalls can be triggered by any number of reasons, including defects in design or manufacturing defect that doesn't meet the federal standards. This rule establishes a compulsory standard for strollers and carriages pursuant to section 104 of the Danny Keysar Child Product Safety Notification Act as amended by the Consumer Product Safety Improvement Act of 2008 (CPSIA). The rule incorporates the most recent voluntary standard, fold Up pushchair ASTM F833-13b developed by the American Society for Testing and Materials. It also establishes requirements and testing methods to minimize the risk that these products pose. CPSC staff worked closely with ASTM participants in the development of this standard.
